#1) Tort Reform

            A) Liability limits                                                               

            B) Awards for putative damages should go into a Medical Fund to pay for some of the other items listed below. (#3, 4, 5, 7 )

          C) Independent arbitration committees shall be established to settle differences on a voluntary basis.

         D) Medical malpractice suits shall be allowed for wrong intent and actual mistakes but not for unforeseen results of good medical practice.

#2) Increase the number of Medical Schools with an emphasis on General Practice.

#3) Government will pay for Medical School tuition in return for service in designated rural and urban clinics for a specified number of years, This does NOT include specialists.

#4)Clinics, both urban & rural, will be established by hospitals with a subsidy from the Federal Government.

#5) Several hospital ships shall be maintained by the Navy. They will be fully equipped to handle emergencies. Their primary duty will be to go to US ports in times of emergencies, like hurricanes and floods. In between they will go to North American and South American and African ports to operate as a clinic for a short time.

#6) A pool of insurance companies will devise a basic, simple, easy-to-understand, economical insurance plan affordable to almost all working people.

#7) Insurance policies can be carried between jobs and to new jobs. It will be at a reduced rate with help from Government.

#8) Insurance companies will be allowed to offer plans across state lines.

#9) Emergency rooms may reject non-emergencies without penalty. Persons with a cold, poison ivy or a sore throat can go to a Doctor's office or a clinic.

#10) Everyone must pay something for a given service. It may only be a dollar for a Doctor's office visit or 5 dollars at an emergency room but something must be paid.

#11) End all government subsidies to products not conducive to good health, such as:

         A) Tobacco subsidies.

        B) Sugar  subsidies

#12) Bring ALL U.S. military troops, except those in combat or combat support, home from foreign bases. All military bases must, with few exceptions, be on U.S. soil.
